The question is... Best for what?
For distributed source code development, Git and Bazaar might be superior.
But for custom server-based backup/revisioning of files, Subversion is still the most suitable.

What can Subversion do that Bazaar can not? Bazaar can work locally, with a checkout/commit system or fully distributed so it should be able to cover whatever scenario you have in mind.

Ok, I only know a little about Bazaar, so I might be wrong.
The kind of features I meant are the ability to have a "1 central server, multiple clients" setup where the full repository history is only hosted on the server, and the clients can (efficiently) check out and commit arbitrary revisions - not only of the whole repository, but also of individual files or specific folder sub-trees.
Git is inherently not suitable for this kind of use-case, I guessed bazaar wasn't either.

The very best option is missing, Github. It's such a good and complete solution it deserves it's own listing.
